To check availability on a partner airline, you must call the airline that you actually have the
miles with.  
For example, if you have 100,000 America AAdvantage miles that you want to use for a free
flight on Qantas, you need to call the American frequent flyer desk, NOT Qantas.  
oneworld is an alliance of 11 different airlines spanning the globe.  If
you have mileage in one member account, like American Airlines, you
may use those American AAdvantage miles for free flights on any of the
member airlines.  You may also earn miles on American when flying any
other member airline.  
However, you may not combine miles from multiple accounts.  That's why
you should pick one member of the alliance and focus all of your
mileage earning in that one account.
