To check availability on a partner airline, you must call the airline that you actually have the
miles with.  
For example, if you have 100,000 Delta SkyMiles that you want to use for a free flight on
China Airlines, you need to call the Delta frequent flyer desk, NOT China Airlines.  
SkyTeam is an alliance of 16 different airlines spanning the globe.  If you
have mileage in one member account, like Delta Airlines, you may use
those Delta SkyMiles for free flights on any of the member airlines.  You
may also earn miles on Delta when flying any other member airline.

However, you may not combine miles from multiple accounts.  That's why
you should pick one member of the alliance and focus all of your
mileage earning in that one account.
